Man faces animal cruelty charges in connection to incident caught on camera

BUFFALO, N.Y. — A Buffalo man was arrested after allegedly lifting up a dog by a leash and slamming it the ground, an incident that was also caught on camera.

The Buffalo Police Department announced Saturday that 35-year-old James Brown was arrested in connection to the animal cruelty incident. A video of what happened around 3 a.m. Thursday, near Philadelphia and Isabelle streets in Buffalo's Riverside neighborhood, later circulated on social media.

Police say the video shows a man "lifting a dog up by the leash over his shoulder and slamming it to the ground."

"Once made aware, Buffalo Police Special Investigations and the K9 Unit immediately began an investigation," police said Saturday night in a statement, announcing the arrest.

Brown has been charged with one felony count of aggravated cruelty to animals and one misdemeanor count of overdriving, torturing, or injuring animals.

The dog was taken to an emergency veterinary clinic for observation and treatment. The SPCA Serving Erie County was also notified and now has custody of the dog.
