BUFFALO, N.Y. — Plans for an upscale, elevated bar/restaurant at Elmwood Crossings have been put on hold, with the possibility of an entirely new location.

The Noble Restaurant was under development in summer 2022 for the Pardee Building at 451 Elmwood Ave., part of the larger Elmwood Crossing campus developed by Ellicott Development and Sinatra & Co.

The project was envisioned as a high-end craft cocktail bar with private dining areas and champagne lounge, the type of venue more often found in big cities like Manhattan. But that was before the financial marketed tightened up and funding became scarce, said Lindsey Cruz, who was partnering on the project with her husband Carmelo and Jeremy Ballsmith, a broker/owner of Towne Housing Real Estate.
