NIAGARA FALLS, N.Y. -- A Niagara Falls councilman was charged Thursday with an elections law violation.

The state attorney general's office says Charles Walker failed to file campaign finance reports in 2014 and 2015.

He was arraigned Thursday on four counts of knowingly and willfully failing to file the needed statements, which are all misdemeanors.

"Initially an individual who has failed to file or who has made a mistake or perhaps overlooked this is first given the option of a civil penalty, or just a warning, that we're gonna come after you. After, more seriously if you don't get those documents filed," Legal analyst Barry Covert said.
