Erie County Sheriff's Office receives complaints about construction company

The Erie County Sheriff's Office is reminding residents to check references and sign a contract when it comes to home construction projects.

BUFFALO, NY - The Erie County Sheriff's Office is reminding residents to check references and sign a contract when it comes to home construction projects.

This reminder comes after the Sheriff's Office received complaints about a local construction company. The sheriff's office identified the owner and operator as Edward Kwiatkowski.

Kwiatkowski runs JR Construction in Cuba, New York, and according to the Sheriff's Office, is also believed to use the names of other reputable businesses in the area.

The Sheriff's Office says an Alden resident recently told them Kwiatkowski's son threatened to stop work through JR Construction and delay it for a year if he didn't get more money up front, despite the homeowners "fulfilling the initial part of the agreement," according to the Sheriff's Office.

2 On Your Side spoke to Edward Kwiatkowski, Sr., who identified himself as one of the owners of JR Construction. He tells us the money in question for the Alden job was for additional work for added windows and a door. He says it is in the contract that any additional work orders are to be paid up front and not tacked on to the balance.

Edward Kwiatowski Jr., maintains that the additional cost was legally part of the contract, and additionally noted that the business was told by a Sheriff's deputy not to return to the property or they would be charged with trespassing.

The Sheriff's office say these complaints are usually civil cases. No charges have been filed.

"Check contractor references, have a signed contract for the scope of work, and do not pay for the construction project up front," The Sheriff's Office warned residents.
