Councilman Davis' Troubles

When it comes to meeting his main obligation as a council member -- attending meetings -- Ellicott District Councilman Brian Davis by far has the worst record on the council.

Records provided to 2 On Your Side by the city Clerk's Office show that since March, Davis has missed 16 of 26 committee meetings, including those overseeing Waterfront Development and Parks Oversight.

And since December, Davis has missed four of the 15 full council meetings.

Davis' personal finances are equally as spotty.

Since 2001, he's had four judgments filed against him totaling $10-thousand, including one for non-payment of child support, and another for back taxes by state tax department.

Two of those judgments have since been paid, the two others are still outstanding against him.

Davis has also failed to file campaign finance reports with the state Board of Elections over the past year.

Council President David Franczyk says he's spoken to Davis about his attendance at meetings, as well as his failure to address questions about his personal finances.

"The public holds us to a higher standard, admit that you make a mistake, we all do. But pay your bills, pay your child support, come to the meetings," says Franczyk.

"When Brian works, he's a good hard worker when he's focused on something. It's just that he's been distracted and devoured by all of these ancillary things that are a matter of personal choice and not very good decisions apparently."

Weeks ago, Davis committed to sitting down with 2 On Your Side and addressing all of these issues.

Ever since though, he has not returned repeated phone calls from us.
