BUFFALO, NY - The old Freezer Queen site at Buffalo's Outer Harbor remains the subject of intense debate.
The plan is to knock the vacant building down and build a new apartment tower with restaurants and other amenities.
Meanwhile, critics, including Buffalo Niagara Riverkeeper, are fighting the planned development. Lawyers for the petitioners say the Buffalo Planning Board should have ordered an environmental impact study.
The concern is that the building may have adverse consequences on wildlife, and may not be a good fit for the Outer Harbor location.
A judge will decide by next week if a study must be done.
