Crisis Causes Hiring Process Changes in Buffalo Schools

BUFFALO, NY - Some changes are being made in how Buffalo Schools hires teachers and administrators. This comes after it was revealed that two high-paid administrators were working without proper certification.

"Normally certification is something that the individual employee is responsible for making sure that they have and making sure that they maintain," said Dr. Pamela Brown, the superintendent of Buffalo Schools.

This did not happen in the hires of two high-paid administrators in the district. The employees are Yamilette Williams and Faith Alexander. Both are on unpaid administrative leave.

Williams, as district curriculum chief and Alexander, as one of four chiefs of leadership. Both were hired last year and for months worked without certification.

"We need to look at the human resources process to make sure it adequately assess and obtains the necessary credentials that people need to have them fill the job," said Barbara Nevergold, the president of the Buffalo School Board.

In a press conference with Dr. Brown Monday, following an event at the Erie County Public Library, Brown made comments to reporters regarding the hiring decisions.

PREVAL: Do you think there needs to be a review of the policies within the human resources department within Buffalo Schools?

BROWN: "We have actually done that as a matter of fact because we don't want something like this to happen again in the future."

Over the past several weeks -- since it was revealed Williams and Alexander didn't have certificates -- Brown says changes have been made in how the district hires many employees.

"First of all to the extent possible we will not hire anyone until we have evidence of their certification whether they are from within the state or out-of-state and secondly, we will send reminders to people a couple months in advance when their certification has to be renewed," she said.

Both these steps weren't taken in the cases of Williams and Alexander.

The district, including Brown say they thought that certification the administrators have out-of-state was sufficient to work in New York. However, the out-of-state certificates were not adequate.

The state Education Department says that Williams and Alexander received their internship certifications over the weekend...after attending graduate programs with SUNY Oswego. The school board still needs to vote on whether to re-hire or fire the two administrators.

A school board meeting has been set for Wednesday at 4 p.m., to discuss personnel matters, so a vote on the positions could happen then.
