BUFFALO, N.Y.-Erie County Executive Mark Poloncarz did not raise the property tax levy when he released his 2014 budget Tuesday.

The budget however uses $500,000 to look at a building that generates a lot of debate, The Buffalo Niagara Convention Center.

Poloncarz is putting $500,000 in new capital funds toward a needs analysis of the Convention Center.

In the past, Poloncarz has tweeted about the region's need for a new building to replace the current one that was built in the 1970's.

The convention center was renovated a few years ago, but many leaders agree its not large enough to attract major conventions to the city.
