BUFFALO, N.Y. -- Despite statements saying a decision was expected early this year, the moratorium on high-volume hydraulic fracturing -- better known as fracking -- continues with no end in sight.

The moratorium was put in place by former Governor David Paterson. Current Governor Andrew Cuomo says he is waiting on a health study by the New York State Department of Health before he makes up his mind on whether or not to allow the controversial form of natural gas drilling.

Calls placed to the health department were not returned.

Meantime, other states have moved forward with rules to regulate fracking, including California and Illinois.

2 On Your Side hosted two leading voices in the fracking debate. Dennis Holbrook, a director with the Independent Oil and Gas Association of New York, is pro-fracking. On the other side is Cornell Engineering Professor Dr. Anthony Ingraffea.

You can watch the debate between the two men in the video player.
