BUFFALO, NY- In an attempt to respond to the many scandals in the Legislature, Cuomo spoke at the University at Buffalo Wednesday regarding the Public Trust Act.

In order to have a proper government there needs to be function and trust, said Cuomo.

He believes the function of the government has improved by not only submitting state budgets on time, but also by creating tax cuts that caused the lowest tax rates in 60 years.

Cuomo believes that there are still a couple of issues that need to be addressed that would make a dramatic difference in the government. The Women's Equality Agenda which "...acknowledges for the first time that there is discrimination that is rampant against women" and addresses issues such equal pay, domestic violence and sexual harrassment protection, and freedom of choice.

He continued on to mention his agenda for Tax Free NY, which would create tax free zones near higher education schools. Also, he wants to create clearer laws on punishment for bribing officials.

However, without trust, the government will not function.

In order to regain this trust, Cuomo has given the Legislature an ultimatum, pass the laws or he will enact the Moreland Commission.

"One way or the other, we're going to do it," said Cuomo. "I want the citizens to have a government that they can believe in."
