BUFFALO, N.Y.- Buffalo's "Distinguished Educator" says her first areas of focus will be looking at the "return on investment" the district is getting from its programs, and looking at the systems the district relays upon, such as communication, budgets and allocation of staffing.

Dr. Judy Elliott addressed the media for about ten minutes before a scheduled Board of Education meeting.

Elliott was appointed by State Board of Education Commissioner John King, and her contract was approved by the board earlier this month.  She said she has 45 days to prepare a plan of action for the state and for the district.

She says she met with some board members to clarify her role, which she called that of a "facilitator."  However, she does report directly to the state, and the state has final say over the district.
