Power Authority Chief Resigns

ALBANY -- Richard Kessel, who has headed the New York Power Authority since 2008, resigned his post Tuesday, effective September 6.

The move was not unexpected, as speculation had grown that Kessel would resign after Gov. Andrew Cuomo ordered the state inspector general to look into charitable donations made with power authority funds.

Kessel, who was a major proponent of a proposed off-shore wind farm off of Lake Ontario, will be replaced on an interim basis by Gil Quiniones, NYPA's chief operating officer.
